Reporting to the Director, Design and Implementation, this position is responsible for the Project Management Office and Business Analysis results. The scope of responsibility encompasses project management and business analysis standards, expansion of the project management and business analysis maturity levels in Northwestel and some aspects related to the tracking and governance of the PMO portfolio.

This position focuses on the project management and business analysis processes, templates and tools, to facilitate successful project execution and delivery and continuous project learning. This position is responsible for selecting, leading, coaching, directing and performance management of 6 Senior Project Managers, 3 Business Analysts and the Project Control Clerk positions.

SPECIFIC ACCOUNTABILITIES

1. Create and direct Project Program Plans with the project management team and provide regular Program status reviews to the Portfolio Management Team of Directors and Executive. Track and report Key Performance Indicators at the project and project program levels.

2. Participate in various project forums to coach and mentor project leaders and project managers in applying the project management methodology and the PMT governance processes.

3. Develop trusted relationships with key departments within Northwestel to accomplish goals of helping understand business priorities and making recommendations for future changes, upgrades and implementations.

4. Maintain and support Northwestel’s project management methodology, associated project life cycle and the project governance processes.

5. Support and improve Business Analysis processes in order to enable gathering and documenting accurate requirements and supporting projects efficiently.

6. Improve, maintain and support testing strategies and test phase management.

7. Advise the client group on the impact of proposed business changes on other systems and guide their planning with expert systems knowledge. Help identify potential solutions and maximize efficiencies for the client group (department or division).

8. Facilitate sessions of varying nature, attended by managers and technical people, to achieve a desired outcome, and communicate and present recommendations to all levels of management.

9. Manage projects as necessary and reasonable.

10. Ensure that the department has appropriate staff to enable project initiatives.

11. Be innovative by contributing new ideas and introducing new methodologies, as appropriate, to various corporate initiatives.

12. Select and provide leadership, direction, coaching and development, performance management (including but not limited to the performance appraisal process, discipline/Work Plans or Attendance Management Program when required) to the direct reports.

KNOWLEDGE AND SKILLS REQUIRED

The incumbent must have a Bachelors degree in a related field and at least eight years of experience in Project Management having demonstrated experience in managing other project managers to ensure consistent and reliable project management methodologies. Project Management Profession (PMP) certification is strongly desired.

The Manager, PMO and Business Analysis must also have business analysis skills and experience; business application software evaluation, selection and implementation experience; process evaluation/implementation; communication (oral and written); interpersonal/relationship, staff management and analytical skills. Also required is the ability to lead multiple teams in a fast-paced multidisciplinary environment, and a willingness to mentor diverse sets of people.

The incumbent must exhibit an attention to detail and commitment for adherence to process.

This position requires excellent oral and written skills in both in technical and business writing and presentation.
